Domestic waste enforcement

  • Residents are asked to store their waste and recycling within the boundaries of their own property until collection day.
  • Residents without a front garden are only permitted to place their waste and recycling on the public highway for collection early on the morning of their collection day, or as late as possible on the evening before their collection day.
  • The waste and recycling must not cause an obstruction.

This ensures that the public highway is kept clean, clear of obstructions and litter, and that Richmond Borough remains an attractive and pleasant environment.

Our Street Scene Enforcement Team work together as much as possible with residents address their waste management difficulties and to keep Richmond a clean and pleasant environment.

Enforcement action

If a resident is found not to be managing their domestic waste properly, our Street Scene Enforcement Team may become involved. Residents will receive advice and warnings from the Enforcement Team before more formal enforcement action is taken. Formal enforcement action may include the issuing of Fixed Penalty Notices, notices requiring specified actions to be taken within a certain time limits, or legal proceedings in serious cases.

What we would ask of you

  • Please place your waste out for collection at the front boundary of your property, visible from the road, by 6am on your collection day
  • If you do not have a front garden, please do not place your waste out for collection on the public highway until as late as possible on the evening before your collection day
  • Please do not cause an obstruction to pedestrians when you place your waste sacks or bins out for collection. Please ensure any bins placed on the public highway for collection are placed back on your own property as soon as possible after collection
  • Please ensure you present your waste for collection in securely tied sacks or contained in a bin with a lid so that it is protected from scavenging animals and from causing litter. Placing a lid on your bin also prevents the bin from becoming waterlogged and people placing litter in it.

  • Please dispose of your waste responsibly. The Council offers residents collection services for bulky household items, fridges and freezers, and green waste. Items can also be disposed of at our Townmead Road Re-use and Recycling Centre
