Richmond Council’s planning vision for the borough over the next 15 years was submitted to the Sectretary of State on 20 March 2008.
The Local Development Framework Core Strategy sets out the Council’s approach to key issues such as housing, the economy, shopping and transport. The document has been drawn up following extensive public consultation and focuses on three key themes: sustainability, protecting local character and meeting people’s needs.
The document has been with an independent Planning Inspector who conducted an Examination in Public of the Core Strategy in November 2008 to determine whether it is sound. The Inspector has now reported on the Examination into the Core Strategy and her overall conclusion is that it is sound. Proposals map
As required by Regulation 6 a proposals map must be provided with each Development Plan Document. This must reflect the up to date spatial plan for the area.
For this borough, the Core Strategy does not make any site specific allocations, nor propose any changes to designations from the saved UDP. The proposals map therefore reflects those policies of the UDP which will be saved once the Core Strategy is adopted. The proposals map is therefore unchanged from that of the adopted UDP First Review, with the exception of the omission of those proposal sites which were not formally saved after 11 March 2007.
Representations on the Core Strategy Submission document
The six week consultation period on the Core Strategy Submission ended on 1 May 2008. Representations were received from 30 respondents and have been summarised

Core Strategy Submission proposed pre-examination changes
The Council proposed some pre-examination changes to the Core Strategy. The proposed changes have been prompted by a number of representations received on the submitted Core Strategy. An update of the Core Strategy Submission Sustainability Appraisal has also been published alongside the changes.

Please note that this version of the Core Strategy is a text version with changes added. This is provided as a working version to aid consultees and does not contain any new material. The format may appear different to the published Core Strategy, but the original text is the same.
The changes are the same as those included in the published ”Schedule of Changes” document which has already been subject to consultation.
The Inspector is to consider these proposed changes at the Examination after which a formal decision will be made as to whether to include them in the adopted Core Strategy.
