Publication Consultation

There was a final six week public consultation from Monday 25 October 2010 until Monday 6 December 2010 on the Publication Version of the Development Management DPD (DM DPD) and Proposals Map changes. The publication stage of this DM DPD enabled representations to be made based on the document’s "soundness" and legal compliance.

Representations had to have regard for either legal compliance and/or the "tests of soundness" as this is how the Inspector will consider comments. Further information on how to make comments, legal compliance and soundness guidance was made available on this website, including official comment forms in both Word and PDF formats.

  • Publication Version of the Development Management DPD(pdf, 3525KB) (also available on the Consultation Portal): This is the main document that includes all the detailed policies which will be used when new developments are considered. This document takes forward the strategic objectives and three themes of the Core Strategy (For a Sustainable Future, Protecting Local Character and Meeting People’s Needs), including a fourth section of Detailed Generic Policies.
  • Publication Version of the Proposals Map Changes(pdf, 24140KB) (also available on the Consultation Portal): A review of the designations of the Core Strategy Proposals Map April 2009 has been carried out. This document shows all the changes that will be incorporated into the Development Management DPD Proposals Map.
  • Sustainability Appraisal:(pdf, 2867KB) The DM DPD has been informed by a comprehensive Sustainability Appraisal (SA) process. All DPDs are required to undergo a Sustainability Appraisal to ensure that the proposed plan is in line with the Government's objectives on sustainable development. This is the Sustainability Appraisal Report of the DM DPD Publication Version, which demonstrates that the social, environmental and economic impacts of the DM DPD have been assessed. Previous stages of the SA process can be viewed along with the previous consultation stages of the DM DPD.

  • Equalities Appraisal:(pdf, 2284KB) The Council is committed to assessing the equality impact of all new and revised policies that it wants to adopt. This Equalities Appraisal report fulfils that function for the DM DPD as it assesses all its policies against the likely impact they will have on the six equality groups.
  • Summary Statement of Consultation:(pdf, 2401KB) The publication Version of the DM DPD was based on a series of consultation stages in accordance with the Council's adopted Statement of Community Involvement. This Summary Statement of Consultation sets out in detail the consultation that has been undertaken during the DM DPD’s formulation. It also includes information on how the consultation responses were taken into account in developing the Publication Version of the DM DPD.
  • Pre-submission version with changes:(pdf, 674KB) This document shows the changes made since pre-submission consultation. This may assist in identifying the main areas of change due to consultation and further updates.

Following the six week public consultation on the Publication Version of the DM DPD, the DM DPD as well as all representations received at Publication consultation and minor changes proposed by the Council, have been formally submitted to the Inspectorate for examination by an independent Examiner. Reference copies of the Publication Version of the Development Management DPD and Proposals Map Changes, including the Sustainability Appraisal, the Equality Assessment and the Statement of Consultation were made available for public inspection at all libraries and at the Environment Reception, Civic Centre, 44 York Street, Twickenham, Middlesex TW1 3BZ.
