What changes of use can I make to my existing business premises without consent?

When both the present and proposed uses fall within the same "class" defined in the Town and Country Planning (Use Classes) Order 1987 or the change is between certain named use classes. For example, you may be able to convert space over shops and high street buildings to flats without consent provided you do not change the outside of the building.
