Childcare Sufficiency Assessment (CSA)
From April 2008, the Childcare Act 2006 places a duty on English local authorities to improve outcomes for children and young people, to secure sufficient childcare so that parents and carers can work, and to provide information about the various forms of childcare available to them.
Purpose
The purpose of the CSA is to identify gaps in the childcare market, so that we can plan how to support the market to ensure sufficient childcare provision. The CSA focuses on formal registered childcare provision and formal unregistered childcare provision wherever possible, and involves childcare for 0 to 14 year olds, and 17 year olds for disabled children and children with learning difficulties. An initial assessment of the supply and demand of childcare in Richmond Borough was carried out between May and October 2007.
Public consultation
During November 2007 and February 2008, we consulted with parents and carers, children and young people, all private, voluntary and independent childcare providers, Richmond Council’s partner organisations, local employers, and the voluntary and community sector. We would like to extend our thanks to everyone who took part and contributed to the CSA process.

Future CSAs
The CSA will be reassessed by the Early Years and Childcare Service at least every three years and will be inspected within the joint area review arrangements.
