The Adult and Community Learning Strategic Plan 2007/8 to 2009/10
(pdf, 132KB), which includes family learning, sets out the Council's strategies to provide community learning opportunities for parents, carers and adults within Richmond upon Thames. The plan responds to national, regional and locally agreed priorities. The strategic plan details the key themes and priorities for the borough, to include delivery in partnership with the community and voluntary sector and targets delivery in the borough's identified areas of relative disadvantage.
The Council work through the Richmond Learning Partnership to secure quality learning programmes on behalf of those who live, work and study in Richmond upon Thames. It ensures that members of the community, different departments of the Council, colleges, the voluntary sector, businesses and community groups work together to develop provision tailored to the needs of the local community.
Progress
Family learning progress is regularly monitored by key officers and through the borough's Richmond Learning Partnership. The partnership and its sub-groups meet regularly to review progress against key targets and agreed actions and to facilitate a collaborative approach to addressing local issues.
Key elements of the ongoing monitoring are to further increase quality, build delivery capacity, negotiate and support provider development and training and to monitor overall progress in line with achieving the Council's Strategic Plan.
Self-assessment
Annually the Council carry out a self-assessment of its family learning and community based adult education provision. This is both a funding requirement of the Learning and Skills Council and considered good practice.
The self-assessment report evidences and makes judgements on the outcomes for learners, quality improvement processes and the Council's leadership and management. The report details all main conclusions, data, key strengths and areas for improvement.

(pdf, 400KB), judged family learning and the Council's overall effectiveness to be good, improving from satisfactory in 2005/06 and is robustly supported by evidence of impact.
External inspection
In addition, family learning provision (as part of the Council’s Adult and Community Learning) is subject to statutory inspection by Ofsted (Office for Standards in Education). The outcome of progress identified by inspectors during their 30 October 2007 wider remit quality monitoring visit, is progress in Richmond is good.
