Councillor Samuel was first elected as a Councillor for Twickenham Municipal Borough Council in 1957, serving with a break between 1960 and 1962, until 1965. He was elected to Richmond upon Thames Council in 1964, where he has served between the following dates:

Councillor Samuel was Deputy Leader of the Council between 2002 and 2006. He was Deputy Leader of the Opposition between 1998 and 2002; and 2006 and 2010. He was also Cabinet Member for Schools between 2002 and 2006.
