08/3078/FUL - 198-200 AMYAND PARK ROAD, TWICKENHAM Construction of two 1-bedroom, 2-storey dwellings.

Minutes: The application be APPROVED subject to the conditions and informatives set out in the officer’s report.
[The Development Control Officer reported the following amendments to the report: 1. Paragraph 30 – delete last sentence and replace with: the lower ground floor windows to the rear annexe of 198a serve bathrooms and are obscure glazed. During the assessment of this application no. 200a has received planning permission for a single storey rear and side infill extension projecting 2.3m from the rear annexe. The rear windows serve a living room and bedroom and revised BRE tests reveal that there would not be an unreasonable loss of light to these rooms. 2. Paragraph 22 - Cole to be replaced by Moormead 3. Paragraph 28 – 1m to be replaced by 550mm 4. 09/2662/ FUL 126-130 ST LEONARDS ROAD, E.SHEEN Demolition of outbuildings and erection of a pair of semi detached houses.
Officer’s recommendation: PERMISSION, subject to conditions. Minutes: (1)
The recommendation be NOT adopted. (2) The application be REFUSED for the following reasons:
In the absence of an undertaking to restrict future occupiers from applying for car parking permits should a controlled parking zone be implemented in the area within the next five years, the scheme may prejudice the free flow of traffic and highway and pedestrian safety. The scheme would thereby by contrary to policies HSG11, 13, TRN 2, 4 of the Adopted Unitary Development Plan: First Review, and CP5 of the Core Strategy.
The development, by reason of its siting, scale, height and proximity to the neighbouring residential gardens and properties in St Leonards Road, would represent an unneighbourly form of development that would appear visually intrusive and overbearing and would result in unacceptable overlooking and loss of privacy to the detriment of their existing level of amenities. The proposal is thereby contrary to policies BLT11, BLT13, BLT16, HSG11 and HSG12 of the Adopted Unitary Development Plan, policies CP7 of the Core Strategy, and Supplementary Planning Guidance 'Small Housing Sites'.
[The Development Control Officer reported that:
· An additional objection was received from J Page (Environment Spokesman for Richmond and Twickenham Green Party) of 41 St Leonards Road objecting on the following grounds: o Overdevelopment; o Carbon savings overstated; o Noise concerns from air source heat pumps
· An additional objection was received from Z Goldsmith on the following grounds: o Similar schemes already been dismissed by the Planning Inspectorate; o No consultation with residents of The Byeway; o ‘Garden Grabbing’; o Houses out of character with area; o Adverse impact on wildlife habitats and increase noise and pollution; o Increased parking pressures.
· An additional objection letter sent to Councillors from London Planning Practice summarising objections on behalf of residing freeholder of the Byeway and no.132 St Leonards Road on the following grounds: o Parking; o Road safety; o Overlooking/loss of privacy; and o Design.
The Development Control Officer highlighted the following amendments to the report: · Condition DV 30 (refuse storage) inserted. · Condition DV27 (recycling storage) inserted. · Condition DV18 (refuse arrangements) inserted.
· Condition DV42 should be amended to read ‘Grampian condition removing right to on-street parking space if area becomes CPZ in next five years.’ · Condition DV43 should be amended to read ‘Code for Sustainable Homes Level 3 prior to commencement of development, including details of position of solar panels and air source heat pumps (location, noise output and attenuation measures) · Condition NS01 amended to read: The development hereby permitted shall not be occupied until the highway works (including the crossover to be approved under Condition RD03A) have been completed and any associated traffic signs have been installed.
