NOTICES OF MOTION This extraordinary meeting of the Council was requisitioned on 10 February 2011 by Councillors Stephen Knight, Sir David Williams, Liz Jaeger, Darren Thornton and Martin Elengorn in the following terms:
Motion
“In the light of the significant predicted budget underspend in 2010/11, the extra resources apparently available for investment in the council’s priorities in 2011/12, and the extra government money for social care being made available to the council via the NHS, this Council calls on the Cabinet to immediately halt the closure of Tangley Hall and Twickenham intensive day centres in order to properly consider alternatives to closure.”
Minutes: The Mayor advised those present that the meeting of the council in progress had been requisitioned on the 10 February 2011 by Councillors Knight, Williams, Jaeger, Thornton and Elengorn for the sole purpose of considering the motion set out below.
In accordance with notice given Councillor Jaeger moved, seconded by Councillor Williams:
“In the light of the significant predicted budget underspend in 2010/11, the extra resources apparently available for investment in the council’s priorities in 2011/12, and the extra government money for social care being made available to the council via the NHS, this Council calls on the Cabinet to immediately halt the closure of Tangley Hall and Twickenham intensive day centres in order to properly consider alternatives to closure.”
An amendment in the following terms was moved by Councillor Urquhart and seconded by Councillor Mathias:

‘endorses the decision of the Cabinet, as first proposed in the 2008 Older Persons Day Care Support Review, to explore existing day centre provision and also to invest money in the Ham Day Centre to make it a centre of excellence for dementia care, with modern facilities, including a sensory garden.”
In accordance with Procedure Rule 20.4, a recorded vote was called, whereupon Councillors Arbour, Avon, Blakemore, Bond, Bouchier, Butler, Chappell, Elliot, Evans, Fleming, Harborne, Harrison, Head, Hodgins, Linnette, Martin, Mathias, Montague, Morris, Naylor, O’Malley, Percival, Porter, Salvoni, Samuel, True and Urquhart voted in favour of the amendment; Councillors Acton, Allen, Burford, Cardy, Churchill, Coombs, Day, Eady, Elengorn, Elloy, Gibbons, Jaeger, Jones, Khosa, Knight, Langhorne, Lee-Parsons, Miller, Nicholson, Pollesche, Roberts, Thornton, Treble and Williams voted against the amendment; the Mayor did not vote.
Therefore the amendment was
declared to be CARRIED. The substantive motion was put to the vote and declared to be CARRIED.
RESOLVED:
“In the light of the significant predicted budget underspend in 2010/11, the extra resources apparently available for investment in the council’s priorities in 2011/12, and the extra government money for social care being made available to the council via the NHS, this Council endorses the decision of the Cabinet, as first proposed in the 2008 Older Persons Day Care Support Review, to explore existing day centre provision and also to invest money in the Ham Day Centre to make it a centre of excellence for dementia care, with modern facilities, including a sensory garden.”
