The Minutes of the meeting of the Development Control Committee held on 21 February 2002 be received and approved and the Chair be authorised to sign them.

The recommendations contained in the attached reports are those of the officers and are not binding upon the Committee. Members are asked to note that there will be an adjournment of the meeting for a period of approximately 10 minutes starting at a convenient time between 9.00 and 9.30pm.

Subject to the Secretary of State permitting the Council to grant planning permission:

 

(1)               The completion of a legally binding agreement be authorised to secure the provision of an education supplement, funding for further traffic studies, environmental improvements as described in the report including the works to the Embankment, signage, 24 hours a day public access to the open areas, CCTV, Arragon Road car park monies, restriction of parking permits to new residents, further details on the size and facilities of that part of the cinema to be allocated for use by local arts group, and detailed design of the pool, including linking swimming charges in line with Council charges, further studies into the pontoon proposal and the provision of this feature or a similar river related facility of equal value.

 

(2)        The Development Control Manager be authorised to grant planning permission under delegated powers subject to the conditions and informatives, as amended, set out in the report submitted and the additional conditions as set out below.

 

[The Development Control Manager reported the receipt of further correspondence. A number of late letters had been received, copies of which had been passed to the members of the Committee. A letter had been received from The Twickenham Society on behalf of themselves and the Friends of Twickenham Green, Richmond Environment Trust, Thames Eyot Residents Association, Strawberry Hill Association, Eel Pie Island Association and the Twickenham Riverside Terrace Group which stated that they had not received copies of the amended plans and asked the Committee to defer a decision in order to allow them more time to prepare their case.

 

Twenty other letters had been received stating objections to the application and many of those who had written or the groups involved were present to address their points to the Committee. The letters restated points already covered in the report and also raised the following objections; the depth of the swimming pool was unclear, the hours of public use for the swimming pool were insufficient, the number of restaurants proposed was excessive and would lead to noise pollution and disruption, on street parking problems, the provision for affordable housing was insufficient and the decision to defer the proposals for the embankment was inappropriate. A submission of a photomontage had also been made which showed the proposed development superimposed from different local views and stated that the scheme was too large. The applicants had expressed their disagreement over the accuracy of the photomontage. No agreement had been reached between the objector and applicant over this matter.

 

Two letters had been received in support of the application. The Twickenham Town Centre Manager had written in support and was present at the meeting to address the Committee. The Metropolitan Police had written to state their support for the development of derelict land and asked that they be consulted on landscaping and crime prevention issues due to the possibility of the proposed use classes attracting large crowds.
