Councillor Morgan declared a personal interest in this item by virtue of being an interested Councillor and undertook to withdraw from the Committee for the duration of this item to enable him to make representations to the Committee as an interested Councillor.

 

09/1185/FUL- LOWTHER PRIMARY SCHOOL, STILLINGFLEET ROAD, BARNES

Councillor Trigg declared a personal and prejudicial interest in this item by virtue of being a current Cabinet Member.

 

09/2049/HOT- 16 NORMAN AVENUE, TWICKENHAM

Councillor Trigg declared a personal interest in this item by virtue of being an interested Councillor and undertook to withdraw from the Committee for the duration of this item to enable him to make representations to the Committee as an interested Councillor.

Recommendation: REFUSE AND ENFORCEMENT ACTION

 

Minutes:

(1) The recommendation NOT be adopted.

 

(2) The application be APPROVED for the following reason:

 

·         The use of the first floor for B&B accommodation by reason of the existing use of the ground floor (as B&B accommodation), suitable location of the site and loss of only one unit of residential accommodation will not cause demonstrable harm regarding the aims of local housing policies.

 

The proposal would thereby accord with policies EMP 9 and CP20 of the Unitary Development Plan First Review   2005 and Core Strategy respectively.

Proposal:  Erection of a first floor rear extension, roof extensions including a rear dormer roof extension and associated fenestration alterations to facilitate a loft conversion.

Minutes:

(1) The recommendation NOT be adopted.

 

(2) The application be APPROVED for the following reasons:

 

·         The proposal has been considered in the light of the Development Plan, comments from statutory consultees and third parties (where relevant) and compliance with Supplementary Planning Guidance as appropriate. It has been concluded that there is not a demonstrable harm to interests of acknowledged importance caused by the development that justifies withholding planning permission. The scheme, by reason of its siting, size and design would not harm the character, appearance and setting of this and nearby Buildings of Townscape Merit or nearby residential amenities, and thereby not prejudice the aims of policies BLT2, 4, 11, 15, 16, Core Strategy policy CP7 and Supplementary Planning Guidance 'Design guidelines for house extensions and external alterations'.

 

·         Conditions and informatives to be agreed by the Development Control Manager.
