Cabinet to consider the final report of the Education and Children’s Services

Overview and Scrutiny Committee established Task Group to consider Special

Educational Needs.

Cabinet considered a report of the Strategic Cabinet Member for Education, Youth and Children’s Services which included the executive response to the report of the Special Educational Needs Task Group.

Councillor Percival addressed Cabinet regarding the report and thanked the members of the Task Group for their diligent work in scrutinising the area of Special Educational Needs and outcomes for the Borough’s children and young people.

Resolved: That Cabinet:

1. Note the diligent work of the Task Group in producing their report on special educational needs
2. Agree the actions that will be taken to respond to the Task Group’s recommendations on improving provision on special educational needs set out in Appendix A.

Cabinet to consider the requirements as set out in the report the Council must meet once the community right to challenge is in force, following the publication of draft statutory guidance at the end of May.

Members considered a report of the Cabinet Member for Performance which set out the requirements the Council must meet in relation to the community right to challenge.

Resolved: That Cabinet:

1. Agrees to a timetable setting out specified periods (or ‘windows’) during which the Council is able to receive Expressions of Interest in the delivery of specific services from relevant bodies in line with the Community Right to Challenge as set out in the Localism Act 2011.

To provide an update to Cabinet on the Council’s performance in the first quarter of 2012/13 in relation to key performance indicators and programme / projects reported against Corporate Priorities.

Cabinet considered a report of the Cabinet Member for Performance which provided an update on the Council’s performance in the first quarter of 2012/13 in relation to key performance indicators and programme / projects reported against Corporate Priorities.

Resolved: That Cabinet:

1. Notes the progress in the delivery of Corporate Priorities through the monitoring of key performance indicators and projects / programmes with exceptions highlighted I Part 1 Appendix 1.
2. Considers that the actions taken to address under performance as detailed in Part 11 Appendix 1 are adequate to address the areas highlighted.

Members to consider the Treasury Management Annual Report for 2011/12 and the actual performance against the Prudential Indicators for 2011/12.

Cabinet to consider the development of a Business Improvement District in

Twickenham Town Centre to provide the resources to enable the business

community to undertake initiatives to enhance and promote the economic vitality of

the town.

Cabinet considered a report of the Strategic Cabinet Member for Community, Business and Culture regarding the proposal for the development of a Business Improvement District (BID) in Twickenham Town Centre. Councillor Fleming highlighted the opportunity provided by the BID to attract new investment which would compliment existing investment monies provided by the Council for the area and to promote Twickenham. The response of local businesses was noted to be extremely positive.

Resolved: That Cabinet:

1. Approves the proposal for the development of a Business Improvement District for Twickenham Town Centre to be taken forward over the next twelve months with an outline budget of £75,000 to take the project to the BID ballot stage.
2. Approves the engagement of a consultancy and/or a Business Improvement District Development Project Manager directly for a period of 12 months to progress the project.

Members to establish and confirm the approach of the Council’s sign up to the RE:FIT scheme, a scheme to support the retrofitting and greater efficiency of corporate property. 

Cabinet considered a report of the Deputy Leader and Cabinet Member for Finance and Resources which outlined the approach of the Council’s sign up to the RE:FIT scheme. The scheme would support the retrofitting and greater efficiency of corporate property.

Resolved: That Cabinet:

1. Approve, further to the project scoping exercise, delegate to the Deputy Leader and Cabinet Member for Finance and Resources the determination of what property would be included within a retrofit programme.
2. Approve the use of the RE:FIT framework as the tendering method for the procurement of the works contract associated with the programme.
3. Delegate authority to award the contract to the Deputy Leader and Cabinet Member for Finance and Resources.

Cabinet to consider the procurement route and process to appoint contractor(s) to

undertake an external works package to support the delivery of the Hampton North

Uplift Programme, specifically for Wave 2 for the demolition of the Old White House

building and the creation of an open space in Hampton North.

Cabinet considered a report of the Strategic Cabinet Member for Environment and Planning, Parks and Highways which outlined the procurement route and process to appoint contractors to undertake an external works package to support the delivery of the Hampton North Uplift Programme, specifically for Wave 2 for the demolition of the Old White house building and the creation of an open space in Hampton North.

Resolved: That Cabinet:

1. Approve the use of the Council’s Consultant Professional Services Framework as the tendering method for the procurement of the construction works contract.
2. Approve the delegation on award of contract to the Strategic Cabinet Member for Environment and Planning, Parks and Highways following consultation with the Deputy Leader and Cabinet Member for Finance and Resources for the works, provided that the recommended value is within 10% of the pre-tender estimate.
