In accordance with the Members’ Code of Conduct, Members are requested to declare any interests orally at the start of the meeting and again immediately before consideration of the matter. Members are reminded to specify the agenda item number to which it refers and whether the interest is of a personal or prejudicial nature.

 

Members are also reminded of the requirements of Section 106 of the Local Government Finance Act 1992 that they should declare and not vote on specified matters if they are two months or more in arrears with their Council Tax payments.

FORMAL ADOPTION OF LONDON BOROUGH OF RICHMOND UPON THAMES DEVELOPMENT MANAGEMENT DEVELOPMENT PLAN DOCUMENT pdf icon PDF 75 KB

To report the publication of the Examiner’s Report on the above plan (hereafter referred to as the DMDPD) and for Cabinet to consider  recommending to Full Council that the DMDPD is formally adopted at the meeting on 1 November 2011.

Cabinet considered a report of the Strategic Cabinet Member for Environment and Planning, Parks and Highways regarding the publication of the Examiner’s Report on the London Borough of Richmond Upon Thames Development Management Development Plan Document.

 

Resolved: That Cabinet recommend approval and formal adoption of the Development Plan Document by Full Council at the meeting on 1 November 2011.

TWICKENHAM ACTION PLAN - REPORT OF OPTIONS CONSULTATION AND WAY FORWARD pdf icon PDF 106 KB

To report to Cabinet the results of the consultation on options for the Twickenham Area Action Plan and to agree the general principles to be taken forward into the draft Plan.

Cabinet considered a report of the Strategic Cabinet Member for Environment and Planning, Parks and Highways regarding the Twickenham Area Action Plan which outlined the report of options consultation and way forward.

 

Cabinet heard a representation from Mr Ron Chappell, speaking on behalf of the Twickenham Riverside Terrace Group (TRTG). He reminded Members of the planning permission obtained by his organisation to create a public open space at the riverside. The space would enable residents to enjoy a park facility and for use by the community for events.

 

Cabinet heard a representation from Mr Tony Shoebridge, speaking on behalf of the Twickenham Riverside Terrace Group (TRTG). He explained that the proposal by the TRTG would form part of an incremental approach to bringing the riverside area back into public use. The TRTG proposal had received strong public support as part of the Twickenham Area Action Plan questionnaire and funding had been sought by the Group to develop the facility.

 

Cabinet heard a representation from Mr John Reakie, speaking on behalf of the Twickenham Riverside Terrace Group (TRTG.) He highlighted high level of public support for the TRTG proposal and the need to ensure progress in developing the area. He noted that the organisation was in the process of becoming a charitable

 

Lord True responded to the points raised.  He acknowledged the point raised by Councillor Arbour that the Diamond Jubilee was due to take place in 2012 and reported that progress was underway to create a riverside park and gardens area to celebrate the jubilee.

 

Resolved: That Cabinet:

 

  1. Agree the broad principles for the way forward on sites and policy principles as outlined.
  2. Agree the areas for further investigation and feasibility.

REVIEW OF SERVICES IN RECEIPT OF THE SUPPORTING PEOPLE PROGRAMME GRANT AND FUTURE COMMISSIONING INTENTIONS pdf icon PDF 111 KB

To consider a report to;

                                 i.            Inform Members about the findings from the strategic review of current supporting people services,

                               ii.            Approve where applicable, the issuing of 12 month notice of termination of contract in accordance with the proposed outline commissioning and procurement plan, detailed in appendix A, and

                              iii.            Agree to receive a subsequent Cabinet report which will confirm the commissioning and procurement plan for all supporting people services.

 

Minutes:

Cabinet considered a report o the Cabinet Member for Adult Services, Health and Housing which outlined the review of services in receipt of the supporting people programme grant and future commissioning intentions.

 

Resolved: That Cabinet:

 

  1. Endorse the proposed approach to commissioning as outlined in the report and approve the issuing of 12 month notice of termination of contract in accordance with the proposed outline commissioning and procurement plan, detailed in Appendix A.
  2. Receive a subsequent Cabinet report to confirm the commissioning and procurement plan for all Supporting People Services.

This report seeks agreement from Cabinet to commission the Meals service for residents living in the Community and attending the Woodville Haven and Sheen Lane Day Centres.

Minutes:

Cabinet received a report of the Cabinet Member for Adult Services, Health and Housing regarding the commissioning of the meals service for residents living in the community and attending the Woodville Centre, Ham and Sheen Lane Day Centres.

 

Resolved: That Cabinet:

 

  1. Agree the proposed commissioning process, involving the re-procurement of the new service for meals for residents living in the community and attending the Woodville Centre, Ham and Sheen Lane Day Centre.
  2. In accordance with the Council’s Constitution, agree delegated authority to the Cabinet Member for Adult Services, Health and Housing following consultation with the Director of Adult and Community services to award the contract following completion of the procurement process.

CCTV MAINTENANCE AND MINOR WORKS CONTRACT - EXTENSION REQUEST pdf icon PDF 67 KB

To waive Contract Standing order 3.2 c iv to allow a nine month extension to the

existing CCTV contract.

Cabinet received a report of the Strategic Cabinet Member for Adult and Community Services, seeking approval for a nine month extension to the existing CCTV contract due to expire in November 2011.

1. Approve the nine month extension to the existing CCTV contract prior to expiry in November 2011.
