The Regulatory Committee was appointed by
Annual Council on 13 May 2002 specifically to discharge functions
specified in Part 3 of the Council’s Constitution and with
the following Terms of Reference:
(a) To determine appeals against any
decision made by or on behalf of the authority.
(b) To exercise the Council’s
functions in respect of licensing and registration.
(c) To oversee the
Council’s functions in respect of health and safety (except
in the Council’s capacity as employer), dealing with
statutory nuisance, the regulation of the use of highways
(including footpaths and bridleways) and commons
registration.
(d) To oversee those
functions relating to elections other than those reserved to the
Council.
(e) To make, amend, revoke or re-enact
byelaws.
(f) To determine a protocol for making payments or
providing other benefits in cases of maladministration.
