    Minutes:

    Councillor Knight declared a Personal Interest in Agenda Item 5 as an employee of the ALG and a Trustee of Richmond Youth Partnership.

     

    Councillor Lourie declared a Personal Interest in Agenda Item 5 as a Board Member of the Local Authorities Mutual Investment Trust, the London Pension Fund Authority, Kingston Hospital Trust and Kew Community Trust.

     

    Councillor True declared a Personal Interest in Agenda Item 5 as a Council-appointed Trustee of Richmond Civic Trust.

    The report shows the Statement of Accounts for the financial year 2005/06. 

     

    Covering report from the Director of Finance and Corporate Services attached.

    The Statement of Accounts, as amended, be approved.

     

    [The Director of Finance and Corporate Services amended the Consolidated Balance Sheet to refer to Debtors 24,712 and Creditors (23,774).

     

    Issues arising during Members’ detailed scrutiny of the Statement included the following:

    -  capital financing, including the reduced capital receipts and the high level of underspend (Foreword)

    -  the level of overdraft (CBS)

    -  what the authority received in return for precepts and levies (CRA Note 3)

    -  the significant increase in the Print Unit’s turnover (CRA Note 10)

    -  the reasons for the increase in Recruitment Advertising (CRA Note 12)

    -  Section 137 expenditure (CRA Note 15)

    -  Audit fees (CRA Note 16)

    -  the level of subscription paid to the ALG (CRA Note 23)

    -  the increase in length of roads (CBS Note 28)

    -  the reduction in the number of Family Support Centres, Children’s Homes and Garages and the increase in Day Centres for people with learning disabilities (CBS Note 28)

    -  property disposals (CBS Note 30)

    -  details of the Council’s long-term borrowing (CBS Note 40)

    -  provision for Section 117 expenditure (CBS Note 42)

    -  the basis on which the WLWA levy had been calculated (CBS Note 44)

    -  the treatment of pensions liability (CBS Note 46)

    -  the high level of Equities held by the Pension Fund (CBS Note 47)

    -  the high level of schools’ balances (CBS Note 48)

    -  revenue reserves and provisions (Note 54)

    -  the funding of admitted and scheduled bodies in the Pension Fund (Note 67)

    -  the high level of foreign investments in the Pension Fund (Note 73).

     

    Members recorded their thanks and congratulations to all the officers involved in the production of the Statement of Accounts, and their efforts to ensure the greatest possible clarity.
