Could please provide me a list of all restaurants within "Richmond-upon Thames Borough Council," that have failed food safety inspections, from 01/012011 to 29/02/2012.

You clarified your request and asked for 'a list of restaurants that don't reach the required compliance levels for food hygiene, which are issued with improvement notices'.
Please find attached this list. Please note that there are multiple notices on the same premises because we serve a separate notice for each contravention.
