Terms of reference

The vision of the Children and Young People’s Trust Board is to:
"work together to ensure that all children and young people living and educated in the Borough of Richmond upon Thames are safe and healthy, enabled to participate, enjoy and achieve, and to address inequalities to enable all Richmond families to access the economic wellbeing of the borough."  

What is the Children and Young People’s Trust Board?

The Children and Young People’s Trust Board (CYPTB) is responsible for providing strategic leadership to improve outcomes of children and young people in the Borough. It will do this by agreeing strategic priorities through the Children and Young People’s Plan (CYPP) 2009-2013 based on assessments of local need, and holding services to account for delivering that plan.

The CYPTB will also have an executive commissioning role, ensuring that resources are allocated and utilised to deliver the maximum benefits for children and young people in line with the strategic priorities identified in the CYPP.

The CYPTB is a partnership of all key agencies working with the children and young people, some of which are identified under Section 10 of the Children Act 2004. There are approximately 20 members who meet four times a year.

Which other bodies will the Children and Young People’s Trust Board work with?

The CYPTB will work with a wider Children and Young People’s Strategic Partnership which will meet twice a year for planning and wider strategic thinking.

The CYPTB will also link with a series of operational delivery groups charged with taking forward specific aspects of the CYPP at a more operational level. These delivery groups will be held to account by the Trust Board for delivery of the CYPP objectives for which they are responsible. The delivery groups will also link with other strategic and delivery groups such as the 14-19 partnership, Child and Adolescent Mental Health Services commissioning partnership and Youth Forum and Youth Offending Team Management Board.

The CYPTB will link with the new local delivery partnerships, which will have the power to commission certain services at a local level in order to meet specific local needs and ensure delivery of the CYPP in all parts of the borough.

The CYPTB will link with the Local Children Safeguarding Board (LSCB) through the independent chair of the LSCB who will be a member of the Trust Board. They will provide seek to ensure that safeguarding children is paramount in decision making. In addition, all reports to the CYPTB must consider safeguarding implications, making it a priority for any commissioning or service delivery.

The purpose of the Children and Young People’s Trust Board is to:

  • be accountable to children and young people, the community and other stakeholders for the implementation of Richmond upon Thames Children and Young People's Plan (CYPP) 2009-2013 – which sets out commitments to the quality, and outcomes, of services delivered to children and their families;
  • work in partnership with all key delivery agencies (public, private and voluntary) to ensure delivery of the CYPP, delivering the best possible outcomes for children and young people;
  • set a clear framework for strategic planning, commissioning and performance management in line with the CYPP
  • identify and agree resource allocation to enable effective commissioning of children’s services to improve service quality and outcomes;  
  • lead on the integration of front-line delivery, so professionals work together around the needs of children, not constrained by organisational processes or boundaries, supported by a Children and Young People’s Workforce Strategy; and
  • ensure that legislation relating to services for children and young people is implemented in the borough.

Objectives of the Children and Young People’s Trust Board

Ensure that the CYPP 2009-2013 is implemented, in line with the Every Child Matters agenda including:

  • protecting children and young people from harm by promoting and safeguarding their health and welfare
  • providing a safe and stable environment for all children and young people to live in the London Borough of Richmond upon Thames
  • ensuring that children and young people attain their full potential through education, training and leisure opportunities and are on a path to success
  • ensuring that children and young people are able to make a valuable contribution to the community and society within which they live and participate
  • ensuring that the crime reduction partnership and Youth Offending Team prevent offending and re-offending by young people
  • valuing diversity and prevent children and young people experiencing social exclusion by assisting them to achieve economic wellbeing
