Full Council
All Councillors meet several times a year at Council.
Details of Full Council meeting dates, agendas and minutes.
Although the Executive (the Cabinet and its members) takes most of the day-to-day decisions in the running of the authority, the meetings of the Council remain the ultimate policy making body for Richmond upon Thames.
The Council sets the policy and budgetary framework within which the Cabinet must operate. If the Cabinet or a Cabinet Member wish to take a decision that falls outside the policy framework and budget agreed by Council it must be brought to a Council meeting for approval.
The Council is also responsible for appointments. It elects the Leader, members of the Cabinet and members of other committees such as Overview and Scrutiny.
Councillors and Members of the Public have the right to question Cabinet Members at meetings of the Council.
