Comprehensive Performance Assessment
Comprehensive Performance Assessment (CPA) is an annual assessment by the Audit Commission of the performance of councils and the services they provide for local people. This is achieved by bringing together a Corporate Assessment, Use of Resources and Service Assessments to give an overall performance star category alongside a direction of travel assessment.
The service assessments are Services for Children and Young People, Social Care Services for Adults, Environment, Housing, Culture and Benefits.
The scores for service assessments use performance indicator results, including Best Value Performance Indicators, and results of service inspections. The Audit Commission is increasingly using performance indicator results with less emphasis on inspections to reach annual scores.
The Corporate Assessment is a periodic inspection looking at how well the Council manages performance and service delivery.
