What are Controlled Drinking Zones?
Controlled Drinking Zones (CDZs) are areas designated by a council in which there has been nuisance, annoyance or disorder associated with the consumption of alcohol. Within these areas constables can request people to stop drinking alcohol in the designated public places and/or surrender their drink. If people refuse they can be fined up to £500.

Why are you consulting on this?
The law requires us to consult before imposing a Controlled Drinking Zone.
Which areas will be covered?
You can view the maps and the list of streets for the Richmond Controlled Drinking Zone and the Twickenham Controlled Drinking Zone.
Does this mean I can’t drink in parks and open spaces in these areas?
No – these are not alcohol-free zones. The police would have the discretion whether or not to use their powers. It is not a blanket ban.
Why don’t we have a borough wide CDZ, or one that covers my area?
Evidence suggests that there are problems associated with nuisance, annoyance or disorder associated with the consumption of alcohol in Richmond and Twickenham town centres, although a final decision on the evidence will be taken once all the evidence is collated from the consultation process. We can review the boundaries proposed for Richmond and Twickenham as part of this consultation process. Other CDZs may be considered in the future if there is enough evidence.
What happens after the consultation?
The consultation ends on 1st June 2007. The Regulatory Committee will consider the findings at a meeting on 20th June. If they decide to go ahead with the orders they will come into effect on 29th June 2007.
How will I know I’m in a CDZ?
Signs will be put up around the CDZ to let people know the area is covered and what it means.

- Have you experienced or seen any nuisance, annoyance, disorder or other anti-social behaviour associated with the consumption of alcohol in Richmond and/or Twickenham Town Centres.
- Should the two zones be extended or reduced in size?
- Should other parts of the borough have CDZs? If so, which areas and what evidence do you have of anti-social behaviour linked to alcohol consumption in those areas.
