Statement of Reasons
The London Borough of Richmond upon Thames (Parking Places) (Supplementary Provisions) (Permits) Order 200*
The proposed Order is intended to encourage holders of parking permits (including residents who live within any of the borough’s controlled parking zones, business users, doctors and others who use operational permits for which a charge is made) to use vehicles with low levels of carbon dioxide (CO2) by linking the charge for the permit to CO2 emissions.
Additionally, by introducing an additional charge for the second and any subsequent parking permit the Order is intended to discourage the ownership of multiple vehicles within households, businesses and doctors’ practices and thereby to increase the availability of on-street parking spaces.
The Order proposes a new permit for use by business users in any parking place within the borough where a residents’ or business parking permit is currently valid, excluding the business parking places in the Richmond Town area of the Richmond controlled parking zone. The proposed charges for this permit are consistent with the aims stated above.
The reduction in CO2 gases emitted within the borough which this Order seeks to achieve supports the Council’s priority to take positive steps to tackle climate change. By concentrating on the key greenhouse gas” when setting a permit charge, the aim is that residents and others will make better informed choices when purchasing new or replacement vehicles, emissions of CO2 and other particulates will be lower, and, as a consequence, the local air quality will be improved.
This is to bring into effect the decision of the Council's Cabinet on 29 January 2007.
