Council concerned over preservation of Normansfield

Richmond Council is extremely concerned about the state of disrepair of the Grade II* listed property and the appearance of the site. It is within a conservation area and is listed on the English Heritage ‘Heritage at Risk’ register.

The Council has reminded owners Diligent Finance they are expected to maintain the building in a sound, secure and weather tight condition, but that if action is not taken powers in the Planning (Listed Buildings and Conservation Areas) Act, 1990 will be used to undertake urgent works necessary for the preservation of the building. The Council has called for an urgent meeting with the company to move the situation forward, but has still to receive a response.

Separate powers also allow the Council to require Diligent Finance to remove graffiti and tidy its land when this is detrimental to the amenities of the area.

Philip Wealthy, Head of Planning Policy and Design at the Council said: “We have contacted to Diligent Finance to express serious concern about this building and will use legal powers if necessary to ensure it is not allowed to deteriorate. The Council also recognises residents concern that the appearance of the site needs to be maintained in a satisfactory state and again will seek to reach agreement with Diligent Finance’.
