Motorists who received a penalty charge notice from a Richmond Council CCTV spy car between April 2009 and April 2011 have three final weeks to apply for a refund.
Late last year the Council wrote to 18,500 people who were issued a ticket by its now decommissioned camera cars, offering them a refund. The cars were not correctly licensed making the tickets technically invalid. Councillors voted to refund the tickets, saying it was the right thing to do, in line with its commitment to creating a fairer parking regime in the Borough.
Initially thousands of people responded, and in total 13,771 tickets, worth £800,129 have so far been refunded, but now replies have dwindled to one or two a day. The official closing date was set as 31 December last year. As a gesture of goodwill, the scheme was kept open, however it will be drawn to a close on Friday 10 February.
Cllr Chris Harrison, Richmond Council’s Cabinet Member for Highways and Street Scene, said: “The Council took money from people by means of video car enforcement, when the video equipment used was not correctly licensed. That was wrong and last year this administration acted to right that mistake.
“We agreed refunding tickets was the right and proportionate action to take. If people believe the Council has acted fairly, I hope they will trust how we deliver parking policies now and in the future.
“We wrote to the last address we had for everyone who received an incorrect ticket, and many have received a refund. Through the RTT we’re now telling anyone who has not yet applied for the refund that they have around two weeks left to do so. As a goodwill gesture we kept the refund programme running for several weeks after the advertised closing date, but we do need to move on.”
Anyone who received a letter from the Council should contact the parking services department quickly by calling 08456 122 660, emailing pcnrefunds@richmond.gov.uk or by returning the letter they would have received. Any money not claimed from the £1.05m fund set up by the Council will be invested into highway maintenance.
