Annual Performance Report

Best Value Performance Indicators (BVPIs) are set by the Department for Communities and Local Government (CLG) and we are required to report the information by 30 June each year. BVPIs have a detailed definition and are subject to audit by the Council’s external auditor. This is to ensure that councils collect and report data robustly enabling comparison of performance with others and over time. The audit is usually completed by October and the Audit Commission publishes the audited data around December.

The following report details Richmond upon Thames Council’s un-audited performance in relation to the BVPI’s for the period 1 April 2007 to 31 March 2008. Download the Annual Performance Report 2007-2008 here(pdf, 114KB)

This is the final year we are required to report our performance against BVPI’s. For next year (1 April 2008 – 31 March 2009) we will be measuring and reporting against the new National Indicators which can be found on the Communities and Local Government website.

In addition Councils are required to publish the statutory statement in relation to the Code of Practice of Practice on Workforce matters in Local Authority Service Contracts. This is as follows:

‘The Transfer of Undertakings (Protection of Employment) provisions apply to all staff affected by new contractual arrangements for the delivery of services. Individual contracts comply with the best value requirements, including workforce requirements in the Code of Practice on Workforce Matters in Local Authority Service Contracts’

Best Value Performance Plans 2004-2008

There is no longer a statutory obligation to produce the Best Value Performance Plan (BVPP). It was written each year to let local people and organisations know what the Council is doing and how well we are doing it. The Plan sets out the main priorities for the Council. It also commits us to achieving specific targets and service improvements on your behalf.

The Plan includes information on:

  • The priorities and main issues the Council is working on
  • The Council’s Finances
  • Performance of Services
