The Planning Duty Officer system is by appointment only. You need to pre-book an appointment to see a Planning Duty Officer.

What the duty officer does
The duty officer system is to advise on extensions and alterations to residential dwellings. Other schemes will require more formal pre-application advice.
Advice is available but requires making an appointment with the relevant team officer who will involve other interested parties as appropriate.
The Duty Officer advice is given without the benefit of a site visit nor full knowledge of the particular circumstances/history of the property or site. The advice is also given without being able to take into account any views of interested parties and/or consultees, which may be forthcoming in a formal application process. The formal decision maker(s) are therefore entitled to make their own judgments on acceptability without being bound by previously expressed officer views.
Should you require a formal determination of whether planning permission is required a Certificate of Lawfulness for a Proposed Use of Development should be submitted to the Local Planning Authority.
