Quindrat Commissioning Boards

The Children and Young People's Partnership has set up five service delivery areas, known as quindrats, which provide a focus for developing more localised children and family services. Developing services locally will help ensure ease of access for families and will support different services – schools, health services and others – to work closer together to help individual families early and prevent difficulties turning into serious problems.

The quindrats, with their updated needs analyses for September 2011, are:

• Ham and Richmond(pdf, 3449KB)

• Heathfield, Whitton and West Twickenham(pdf, 4053KB)
• Kew, Mortlake, Barnes and East Sheen(pdf, 4165KB)
• St Margaret's, Twickenham and Teddington(pdf, 4034KB)

Each quindrat contains a network of primary schools, at least one secondary school and at least one children’s centre. These organisations work in partnership and share knowledge and resources, such as extended schools services, and are supported by a multi-agency team at local authority level.

In the past there have been quindrat commissioning boards that had delegated budgets to purchase services for local needs. This has now been replaced at a local level by Headteacher Forum and Children’s Centre Advisory Boards – these forums have their own budgets to buy local services.  The Youth Advisory Committee also buys some services, but this is not done on a quindrat basis.

The Children’s Centres Advisory Board and the Youth Advisory Committee have delegated budgets from the Council and so in terms of governance, report into a newly formed Children’s Executive Commissioning Board. Schools have their own budgets and the governors within each of the schools will oversee the allocation of budgets.

Priorities in 2011/12 and 2012/13

The priorities for 2011/12 have been agreed at the Children’s Partnership Board and these can be found in the Children and Young People's Plan

There are several areas that officers in ECCS are working on to meet these priorities as well as move towards a commissioning council. These areas are:

• Emotional Wellbeing and Mental Health
• Speech and Language Therapy
• Tackling Risky Behaviour
• Review of Health visiting services
• Short Breaks for children with a disability

Single Quindrat Commissioning Board

The SQCB is a board consisting of senior members in the Educations, Children and Cultural Services, NHS Southwest (Richmond Borough Team), Headteacher representatives and a member of Richmond CVS.

The role of the SQCB is to

• Agree the services needed to be contracted to meet the assessed needs
• Make recommendations to the Children’s Partnership Board on future priorities and service needs
• Agree the level of funding available

Services for 2011/12 - Procurement

The SQCB met previously on 5 November 2010 and discussed the needs of the borough and agreed prioritisation of these for 2011/12. The meeting also determined how these needs can be met, and what services would be needed. A procurement process has now been completed and the results are available to view

Services for 2012/13 - Procurement

The SCQB met again in July 2011(pdf, 125KB) to agree priorities for 2012/13.(pdf, 54KB)

A competitive tendering round is now taking place with a view to the services starting in April 2012.
