Display Energy Certificates

To raise public awareness of energy use the EU Buildings Performance Directive has been introduced, which requires all public buildings over 1000m2 to display an energy label known as a Display Energy Certificate (DEC). A DEC shows the energy performance of a building based on actual metered energy consumption over a period of 12 months. The Operational Rating (OR) is a numerical indicator of the annual carbon dioxide emissions from the building.

This rating is shown on a scale from A to G, where A is the lowest CO2 emissions (best) and G is the highest CO2 emissions (worst). It is accompanied by an Advisory Report which highlights recommendations to improve the energy performance of the building i.e. its fabric and associated services such as heating, ventilation and lighting. A DEC is valid for one year and must be updated annually. An Advisory Report is valid for seven years. Richmond Council is supporting schools, youth centres, libraries and other council buildings to implement energy saving measures and reduce their CO2 emissions even further.

DECs for public buildings in the borough are available to download below and next time you’re visiting a school, library, Council office or any other public building, look out for the DEC!
