The adoption status of an "accessway"

The accessway branches off from Nelson Road is Whitton Twickenham. It runs parallel to Library Way. IT provides access to a private car park behind 26-36 High Street, Whitton. It runs from Nelson Road through to the High Street. Can you please confirm whether or not this accessway is maintainable at public expense or not?
