If it [the semi-circular green/recreation land in front of 20 Gainsborough Road TW9 2EA] is highway land [which the council had confirmed to me in writing] I suggest they [Richmond Housing Partnership and its subcontractors] would have needed to make a proper application [for a license to work on the highway land in front of my house] to the council as highway authority, so can I have a copy of this application from the council please, and all associated correspondence including the council's consideration thereof?
