Enforcement fixed penalty notices

Our Street Environment Enforcement Team have the powers to issue fixed penalty notices.

Fixed penalty notices can be issued for offences such as:

We are not responsible for any Police issued fixed penalty notices or driving offences.

Can I appeal against a fixed penalty notice?

Yes, you are able to appeal against a fixed penalty notice in writing to the Street Environment Enforcement Team at the address below.

How do I pay a fixed penalty notice?

The unique fixed penalty notice reference number (top right hand corner of the notice) must be quoted before payment can be accepted. If you do not have the reference number, contact us to obtain it.

By credit or debit card

Payment by most credit/debit cards must be paid online (you must quote the unique reference number of the fixed penalty notice). Payments can be made online 2 days after FPN has been issued.

By post

Postal and money orders should be made payable to ‘London Borough of Richmond upon Thames’ and sent to Street Environment Enforcement Team at the address below.

Cheques will not be accepted as a method of payment.

What happens if I don’t pay the fixed penalty notice?

Most fixed penalty notices offer a 14 or 28 day period within which it must be paid. Some notices offer a discount for early payment. Failure to pay the notice would result in the Council considering issuing legal proceedings for the original criminal offence. The maximum fine on conviction varies depending on the offence and ranges from £1000 to £5000.
