RESOLVED that the Transport and Air Quality Committee note the Forward Plan

There were no ward concerns.

RESOLVED that the minutes of the meeting held on Tuesday, 27 February 2024 be agreed as a correct record and signed by the Chair.

There were no declarations of interest.

RESOVED that the Transport and Air Quality Committee endorses the strengthening of the Transport Strategy Service as outlined within this paper, and recommends to the Finance, Policy and Resources Committee the approval of a revenue budget addition of £94,500 in 2024/25 and £126,000 in 2025/26 and a full year to be incorporated into future year Council Tax requirements.

RESOLVED that the Transport and Air Quality Committee:

  i.  notes the progress being made in providing and encouraging greater use of

cargo bikes;

  ii.  agrees in principle to setting aside space in a Council car park for freight consolidation as noted in paragraph 3.17;

  iii.  delegates to the Interim Director of Place, in consultation with the Chair of the Committee, to respond to the Government’s current consultation on amending legislation affecting electrically assisted pedal bikes, including e-cargo bikes, as set out in section 4.

RESOLVED that the Committee approved the youth service strategy for 2024 to 2028.

A combined report to review Post-16 Education provision and outcomes (including outcomes for children and young people in care) and Annual School Performance.

RESOLVED that the Committee noted the educational outcomes for the academic year 2022-2023. 

RESOLVED: that the Committee approved the amendment to the Home to School Travel Assistance Policy to enable eligible children of compulsory school age living in shared custody or shared care arrangements to receive travel assistance from both home addresses.

RESOLVED: that the Committee noted the current list of items on the Forward Plan for Committee business and the addition of the following items likely to come before the Committee in the Autumn:

·  Annual Report of the Kingston and Richmond Safeguarding Children's Partnership (KRSCP) 2023-24

RESOLVED that the committee,

Approves the tendering of a new concession contract for the provision of littering and fly tipping enforcement services in the Borough for a period of up to 3 years with the option to extend for a further 2 years.

RESOLVED that the committee,

1.  Approve the tendering of a new contract for the provision of green space management services for Richmond’s parks and other open spaces, for a period of six years with an estimated total value of £6.81 million excluding inflation, and an option to extend for six years.

2.  Delegate authority to the Executive Director of Environment and Community Services in consultation with the Executive Director of Finance and Chair of the Environment, Sustainability, Sports and Culture Committee to:

• Develop the specification and scope of services.

• Agree procurement strategy and tendered services.

• Go to the market and tender the services.

3.  Note that a report will return to Committee to seek approval for the contract award.

RESOLVED that the committee,

1.  Approve the draft Conservation Area Appraisal for Richmond Road (East Twickenham) (available online –paragraph 7.1 of the report) for public consultation.

2.  Delegate authority to the Head of Spatial Planning to make any necessary non-material drafting changes to the draft Conservation Area Appraisal ahead of public consultation (including minor text, graphic, mapping and layout changes), in consultation with the Chair of the Environment, Sustainability, Culture and Sports Committee.

3.  Delegate authority to the Head of Spatial Planning to approve the final version of the Conservation Area Appraisal for adoption, in consultation with the Chair of the Environment, Sustainability, Culture and Sports Committee, in the event that no substantive issues are received as a result of public consultation. If it is considered that substantive issues are raised during the consultation that will lead to substantive changes in the Appraisal, then they will be reported back to a future meeting of this Committee.

4.  Delegate authority to the Head of Spatial Planning to approve the removal of several buildings from the list of Buildings of Townscape Merit in (see paragraph 3.15, and Appendix 1 to the report), in consultation with the Chair of the Environment, Sustainability, Culture and Sports Committee, subject to no significant objections being received during the public consultation. If it is considered that substantive issues are raised during the consultation, then those individual proposals will be reported back to a future meeting of this Committee.
