DECLARATIONS OF INTEREST In accordance with the Members’ Code of Conduct, Members are requested to declare any interests orally at the start of the meeting and again immediately before consideration of the matter. Members are reminded to specify the agenda item number to which it refers and whether the interest is of a personal or prejudicial nature.
Members are also reminded of the requirements of Section 106 of the Local Government Finance Act 1992 that they should declare and not vote on specified matters if they are two months or more in arrears with their Council Tax payments. |

REPRESENTATIONS BY THE PUBLIC (IF ANY) |

CALL-IN OF CABINET DECISION (7 JUNE 2010) ON TWICKENHAM RIVERSIDE In accordance with Overview and Scrutiny Procedure Rule 16, the Chief Executive (as Proper Officer) has called in the following cabinet decision, having been requested to do so by two members of the Finance and Performance Overview and Scrutiny Committee:
RESOLVED that: 1. Formal notice be issued to Countryside Properties of the cessation of the procurement process of the Twickenham Riverside scheme;
2. Notice be given to the Environment Trust for Richmond to confirm no further financial support beyond the period to March 2011;
3. The undertaking of initial technical surveys of the site be approved;
4. The initial symbolic clearance of a portion of the site be supported, the commencement of a public consultation for a new Twickenham Riverside scheme be supported and further reports be received, in due course, for the proposed development.
The report to Cabinet of the Leader of the Council is included with this agenda for information.
The reasons for the call-in, as supplied by Councillor Gibbons and Councillor Williams, are as follows:
"I call in the Cabinet’s decision of 7 June on Item 9 Twickenham Riverside Development Scheme for scrutiny by Finance and Performance O&S Committee because of inadequate examination of the issues relating to: 1. Planning and in particular the continued applicability of the 2005 UDP Proposal T1 to the site until perhaps 2012 2. Financial issues bearing in mind the Leader’s statement to the Richmond and Twickenham Times that “the council could contribute towards redeveloping the site” 3. The completion of works of improvement to the Embankment which were to have been funded as part of the Twickenham Challenge scheme"
