Councillor Palmer declared a personal and prejudicial interest by virtue of the fact that she had been working closely with the objectors and applicants as a ward Councillor. She undertook to withdraw from the meeting for the duration of these items.

08/1760/DD01 - ST PAULS SCHOOL, LONSDALE ROAD, BARNES pdf icon PDF 518 KB

Details of layout, siting, levels, means of access and provision for parking and turning space, height design and external appearance (part condition BD01A).Details of connection of buildings to the site wide CHP system (part U21864), renewable energy technologies (part U21865) and extent, design, dimensions and materials of green roofs (part U21875).  Details pursuant to conditions U21871 (Ecology and Landscaping Strategy), U21872 (Ecology and Landscaping Works), part U21876 (Bird Refugia), U21878 (part landscaping outside parcels), U21888 (Existing Trees and Tree Works), U21889 (Tree Planting), U21890 (Tree Protection and Maintenance) and U21903 (Boundary Fencing) of planning permission 08/1760/OUT.

The Development Control Officer reported the receipt of the following:

 

Additional comments from St.Paul’s Neighbours’ Action Group (SNAG) re-iterating points summarised in the report and drawing attention to para.5.27 of the Planning Statement issued by the school in May 2008 which states that the height, section and massing parameters reflect the Master plan principles and analysis of the context by:

 

  • A set back at upper floor level where the site adjoins properties on the north side of Lillian Road to avoid any adverse effects on daylight or sunlight
  • Requiring breaks in the building frontages to reduce the scale and mass

 

SNAG considered that the scheme does not meet either of these objectives and suggested that:

 

  • The scheme is visually intrusive
  • Existing main teaching block on the south elevation be set back approximately 4m from the main teaching block
  • There should be greater articulation
  • Design should be amended to introduce set backs or breaks in the building frontages to mitigate scale and massing
  • Addition of brise-soleil to southern elevation is not sufficient to address concerns of overlooking and loss of privacy to occupiers of Lillian Road houses.
  • Would like bike racks to rear of Lillian Road houses removed completely

 

They were concerned that the science block projects further to the south than the adjoining main school block bringing the building line closer to the Lillian Road houses contrary to para. 5.23 of the Planning Statement of May 2008:

 

‘The layout parameters (Parameter Plan 1: Layout Principles) reflect the key principles of the Master plan defining:

 

  • The main location of buildings within the centre of the site with the eastern edge of development aligning with the existing developed frontage, the southern edge of development extending no closer to the boundary than existing buildings and the western edge aligning with the retained Centenary Building and realigned access road.’

 

SNAG stated that:

 

  • Car park adjacent to Lillian and Glentham Roads should be prevented from being used as a drop-off point for pupils as detrimental to health and safety and management conflicts from vehicles crossing and merging with vehicles using other designated drop off points. Associated nuisance to adjoining residents.
  • Planning condition should be imposed to restrict delivery vehicles starting from as early as 1am to protect amenities of residents.

 

The Development Control Officer also reported the receipt of the following correspondence:

 

  • Further letter from SNAG advising that householders living on the northern side of the west end of Lillian Road were shown the latest drawings for the south elevation (564-PL-101), the section and elevation of the main entrance and science laboratory louvres (564-PL-126) and photographs of the model (546-PL-060). The Development Control Officer drew the Committee’s attention to the correspondence received and the additions and alterations to the report as set out under item 3a (08/1760/DD01 – St Paul’s School, Lonsdale Road, Barnes). The following conditions were added  to the report:

 

Additional conditions

Page 30 – Add additional tree conditions LA02A – No felling/lopping, LA03A – Existing trees which are to be retained, LA16A Written notification start work, LA27A Root treatment,  LA28 Hand excavation only, LA30 Landscape Works Implementation, LA32 – Replacement tree planting

 

NS05 – No development shall take place, until details of the existing and proposed functional services above and below ground (e.g. drainage, power, communications cables, pipelines etc., indicating lines, manholes, supports etc. have been submitted to and approved in writing by the Local Planning Authority.

Reason: In order to safeguard the long term health of trees important to the visual and residential amenities of the area.

 

NS06 – Phasing

 

The landscaping shall be carried out strictly in accordance with the Landscape Sequencing drawings shown on drawings SPS248-RM-S-TRPH-0-001 stage 1, SPS248-RM-S-TRPH-0-002 stage2 and SPS248-RM-S-TRPH-0-002 stages 3 and 4 and the sequencing of landscape works set out in section 3 (paras.3.1 to 3.4) of  the Landscape and Biodiversity Strategy dated November 2009 received 27th November 2009.

Reason: To comply with the terms upon which this application and the original outline application have been assessed, to mitigate impact on and enhance bio-diversity on the site, and to soften and screen the buildings from neighbouring residential properties, the adjacent metropolitan open land and public viewpoints.

 

NS07 – Site supervision

No works or development shall take place until a scheme of supervision for the arboricultural protection measures has been approved in writing by the LPA.  This scheme will be appropriate to the scale and duration of the works and may include details of:

                       

a,         induction and personnel awareness of arboricultural matters.                     

b,         identification of individual responsibilities and key personnel.                       

c,         statement of delegated powers.                    

d,         timing and methods of site visiting and record keeping, including updates.             

e,         procedures for dealing with variations and incidents.

           

The LPA may require the scheme of supervision to be administered by a qualified arboriculturist approved by the LPA but instructed by the applicant.

 

Reason: Same as for NS05

 

NS06 – Notwithstanding para 7.3 of the Landscape and Bio-diversity Strategy dated December 2009, Goat Willow shall be replaced with a more appropriate species in accordance with details to be submitted to and approved in writing by the Local Planning Authority.

Reason: To safeguard the structural integrity of the flood bund.

Page 53 – Air Pollution Officer – As identified in the 2003 Weather Data modelled for the year 2010 the frontage of the site is shown yellow which equals the objective limit of 40 microgrammes per cubic metre of NO2, and part of the rear part green with an objective limit of 38 or 39. This is a borderline value and it would be unreasonable to sterilise the site for residential development for this reason and to sustain an objection on the grounds of air pollution.

 

Page 59 At end of para.74 Insert: ‘In relation to unit 5 situated in the south west corner of block C, it would now only be the kitchen which would fail the average daylight factor test under the BRE Daylight and Sunlight standards. There would also continue to be an issue about the poor quality of the amenity of the garden area. However, in the context of the benefits of the overall scheme in providing 100% affordable housing, the physical constraints of surrounding development at this point of the development and the access the household will have to a central community space, it is considered that a refusal would not be sustainable on this ground alone.’

 

The Development Control Officer reported the receipt of the following correspondence:

 

In relation to Page 54 of the report– The Manor Grove Residents Association re-iterate earlier points raised and raise

the following new points:-

 

  • Out of character with small terraced and semi-detached Victorian and Edwardian houses
  • Inadequate green space and play area
  • Play area accessed across a car park
  • A316 unsuitable for 52 family units due to air pollution from heavy traffic including HGVs
  • Removal of two London Plane trees which are the best tree to soak up atmospheric pollutants
  • Loss of trees
  • Area deficient in open space
  • Tenure mix should be 40% housing for social rent and 10% intermediate housing

           

One resident has re-iterated earlier objections in the report and raises the following new points:

  • Disagrees that design has been agreed in principle, given that the Planning Committee has not considered the proposal. Scheme is out of character. Disagree with para.64 of the report that large areas of glazing break up the mass of the building
