[The Development Control Officer made the following additions and corrections to the report:
The agenda list should also include the accompanying Conservation Area consent application ref. 07/3593/CAC – Proposal – Demolition of existing Building. Officer’s recommendation: Conservation Area Consent GRANTED The word “space” in the penultimate sentence in the Summary and Conclusion should read “spare”. Insert “open area” after “6.7m by 5.8m” in para.3, line 12. “A large louvre screens” should read “Large louvre screens” in para.3, line 16.
Add clause d) to the terms of the S.106 recommendation on page 17, to include, “all residential and business units to be made lifetime members of a car club”.
The applicants have confirmed they are willing to make a contribution of £15,199.80p in line with the Planning Obligations Strategy plus a payment of £2,500 for changing the traffic management order to allow extension of the loading bay.
2 further letters have been received from residents in response to the amendments re-affirming their objections due to; a) loss of light b)loss of privacy, c) noise, disturbance and smells d) out of keeping with conservation area e) overdevelopment, f) increased traffic.

He asked the committee to reflect on this example of unwelcome conversion.] The Development Control Manager deleted condition NS06 included in the Heads of Terms under para.28: · A contribution of £9,310.35 shall be paid to ensure that the provision of education infrastructure is provided to meet the needs of the development.
Para 3, add ‘and one 1bed unit’. Para 8: replace ‘4 units’ with ‘5 units’ (4 x 2 bedroom and 1 x 1bedroom.

08/4054/FUL Land Rear Of 2 Hounslow Road, Whitton Proposal: Retention of existing decking area for use with the existing restaurant for A3 use.
Officers Recommendation:PERMISSION subject to a S106 Minutes: The application be REFUSED with enforcement action for the following reasons:
Reason for refusal:- The proposal, by reason of its prominence, form of construction and insufficient quality of design, appears a visually intrusive and incongruous form of development, which detracts from the character and appearance of the street scene. The scheme is therefore contrary to policies BLT 11 of the Unitary Development Plan: First Review and supplementary planning document ’Design Quality’
Enforcement action:- To require removal of the structures subject of this planning application and return the land to its former condition.
Time period:- 120 days
Court Action:- In the in event of non compliance
