of the strategy to meet secondary school priorities, including proposals to provide

sufficient high quality secondary school places to meet forecast demand and to

establish school sixth forms, within the borough.

Cabinet received a report of the Cabinet Member for Schools seeking approval, subject to the statutory consultation process of the strategy to meet secondary school priorities, including proposals to provide sufficient high quality school places to meet forecasted demand and to establish sixth forms within the Borough.

 

Cabinet heard a representation from Mr Jeremy Rodell, speaking on behalf of the Richmond Inclusive Schools Campaign. He raised a number of points regarding the variables which impacted on statistical analysis for future secondary school place planning.

 

In responding to the points raised, Councillor Hodgins explained that the Council had already committed to undertake a thorough consultation with all residents regarding secondary school priorities and future use of the Clifden Site. This would run alongside the Council’s ongoing commitment to ensure quality across all secondary provision within the Borough.

 

Resolved: That Cabinet:

 

1. Approve the proposals to meet secondary school priorities, subject to the subsequent statutory consultation and approvals process.

To report to Cabinet the outcome of a review of Parking Services and the development of the Council’s ‘Fair Parking’ policy.

Cabinet considered a report of the Cabinet Member for Highways and Streetscene regarding the outcome of the review of Parking Services and the development of the Council’s ‘Fair Parking’ policy.

 

Councillor Harrison commended all staff for their efficiency and professionalism, under the leadership of Interim Head of Parking, Stephen Hardy who had been involved in processing repayments of the Penalty Charge Notices issued by the non-certified camera car for their efficiency and professionalism.

 

Resolved: That Cabinet:

 

  1. Approve the revised protocols for parking enforcement and cancellation of Penalty Charge Notices that are summarised at paragraph 4.6 of the report.
  2. Agree to the removal of Camera Cars from the enforcement contract and not reinstating their use on the Borough’s roads.
  3. Approve the publication of Traffic Orders for extended hours of car park operation and the introduction of a flat rate evening tariff.
  4. Supports the greater customer focus based process changes that have been implemented in the Parking Services Team in liaison with the Contact Centre and others and the continuation of the approach through further detailed operational changes as described in the body of the report.
  5. Supports restructure proposals for the Parking Services Team, as outlined in paragraph 4.29 of the report, delegating detailed implementation of the arrangements to the Director of Environment.

  2. Agree that the Head of Policy and Design be given delegated authority to agree any further minor amendments to the documents following consultation with the Leader of the Council and the Strategic Cabinet Member for Environment and Planning, Parks and Highways.

TWICKENHAM RIVERSIDE - SELECTION OF PROCUREMENT ROUTE AND DELEGATION OF CONTRACT AWARD pdf icon PDF 73 KB

This report considers the procurement route and process of acceptance of a tender for over £500,000 in accordance with the Council’s Contract Standing Orders to appoint the contractor to undertake an external works package for the opening up of the old swimming pool site on Twickenham Riverside.

Cabinet considered a report of the Deputy Leader and Cabinet Member for Finance and Resources regarding the procurement route and process for acceptance of a tender for over £500,000 to appoint a contractor to undertake an external works package for the opening up of the old swimming pool site on Twickenham Riverside.

 

The Leader commented that the opening of the Riverside site as public open space would be a historic day for Twickenham and congratulated those campaigners involved in saving it for this purpose.

 

Resolved: That Cabinet:

 

  1. Approve the use of the Council’s select list of contractors via a single stage selective tendering method for the procurement of the construction works contract
  2. Delegate the award of contract to the Deputy Leader and Cabinet Member for Finance and Resources provided that the recommended value is within 10% of the pre-tender estimate.

  2. Delegate the decision to award the contracts, upon completion of the procurement process, to the Deputy Leader and Cabinet Member for Finance and Resources, following consultation with the Assistant Director of Environment.

  3. Agree to delegate the decision to enter into a four year Framework Contract upon completion of the procurement process, to the Director of Adult and Community Services following consultation with the Cabinet Member for Adult Services, Health and Housing.

  2. Agree to delegate the decision to enter into a contract, upon completion of the procurement process to the Cabinet Member for Adult Services, Health and Housing following consultation with the Director of Adult and Community Services.

To seek Cabinet approval to commission a shared service for Internal Audit and Investigations with the Royal Borough of Kingston (RBK) and to seek agreement to the interim secondment of the Joint Heads of Internal Audit to RBK with effect from1 December 2011. This proposition is part of the Council’s Priority Efficiency and Transformation Programme

Cabinet received a report of the Deputy Leader and Cabinet Member for Finance and Resources seeking approval to commission a shared service for Internal Audit and Investigations with the Royal Borough of Kingston Upon Thames.

 

Resolved: That Cabinet:

 

  1. Agree the interim secondment of the Joint Head of Internal Audit to the Royal Borough of Kingston Upon Thames as set out in paragraphs 4.11 to 4.14 of the report.
  2. Agree that further work be undertaken to develop a full business case to be reported to Cabinet in early 2012 for the shared service, with the London Borough of Richmond Upon Thames acting as lead borough.

HUMAN RESOURCES SHARED SERVICES PROGRAMME FULL BUSINESS CASE pdf icon PDF 82 KB

This report seeks Cabinet approval to commission a shared Human Resource (HR)

service with the Royal Borough of Kingston upon Thames, based on the rationale set

out in the draft Business Case at Appendix A.  This proposition is part of the

Cabinet considered a report of the Cabinet Member for Performance seeking approval to commission a shared Human Resources Service with the Royal Borough of Kingston Upon Thames.

 

Cabinet heard a representation from Mr John Holroyd, speaking on behalf of UNISON. He raised concerns on behalf of some staff regarding the proposed implications of the shared service and the need to ensure fair access and equality during the process. He noted that the staff consultation was proposed to run for a two week period and that flexibility to extend the consultation would be appreciated by staff to ensure all views could be presented.

 

Cabinet asked that sympathetic attention be given to the points raised and acknowledged the written comments provided by Mr Stephen Baker and requested that they be forwarded to officers for investigation.

 

Resolved: That Cabinet:

 

  1. Approve further work to enable the Council to commission Human Resources Services from a shared service with the Royal Borough of Kingston Upon Thames from 1 April 2012 including the commencement of a formal process of consultation with staff and a further report to Cabinet in early 2012.
  2. Agree in principle that the Royal Borough of Kingston Upon Thames be the host borough of the shared service.
  3. Agree in principle to the appointment of a Shared Head of Human Resources and the proposed savings to be made from implementing an integrated structure for the Human Resources Shared Service whilst recognising some detail of the staffing structure may be subject to change following the staff consultation.

To inform the Cabinet of the range of work in progress regarding the implementation of the Health and Social Care Bill since the last report on this subject in December 2010.

To seek retrospective approval to waive clause 3.3 of the contract standing orders to extend the current contract between the Council and Richmond Council for Voluntary Sector Services (RCVS) to provide host services to Richmond LINk for a further 13 months

To seek Cabinet approval for the procurement arrangements for a number of vehicles that are required to ensure the Council’s fleet is fully compliant with the London Low Emission Zone (LEZ) coming into effect on 3 January 2012.

Resolved: That Cabinet:

 

  1. Retrospectively approve the procurement approach officers have taken for the hire of Passenger Carrying Vehicles (PCV’s) and Light Commercial Vehicles (LCVs)
  2. Delegate authority to the Director of Environment, following consultation with the Cabinet Member for Highways and Streetscene to invite tenders, evaluation and award of contract for hiring refuse collection and specialist waste / recycling vehicles and to award the hire contract to Dawson Rentals Limited and Northgate Vehicle Hire at the price stated in the exempt report at Item 30 on the agenda.
  3. Agree to waive Contract Standing Orders to enable a short term hire for the contract requirements to ensure continuity of service before the main hire contracts are completed.

This report sets out the options for the provision of ICT services at the Council beyond the expiry of the current contract and whilst the Council undergoes a period of significant change as the new strategic direction is implemented.

Cabinet received a report of the Cabinet Member for Performance regarding the provision of ICT services at the Council beyond the expiry of the current contract.

 

Resolved: That Cabinet:

 

  1. Agree for the reasons set out in paragraph 3.7 of the report, to the continuation of ICT Services from SERCO for a further period of three and a half years beyond the end of the current contract using an existing framework agreement in place between SERCO and the London Borough of Southwark.
  2. Delegate authority to finalise the legal agreement required between the Council and SERCO to the Director of Finance and Corporate Services following consultation with the Cabinet Member for Performance.

STREET SCENE PROCUREMENT: PROCUREMENT OF THREE CONTRACTUAL ARRANGEMENTS: A) TEXTILES RECYCLING B) REUSE AT TOWNMEAD ROAD AND C) COLLECTION AND DISPOSAL OF CLINICAL WASTE pdf icon PDF 106 KB

The reports seeks Cabinet approval to invite tenders and following evaluation, to

award contracts or other suitable agreements for two existing contracts:

 

            a)         textiles collection and processing

            b)         reuse and recycling contract at the Household Waste and Recycling site

            c)         collection and disposal of clinical waste

 

Minutes:

Cabinet considered a report of the Cabinet Member for Environment and Planning, Parks and Highways regarding the procurement of three Streetscene contracts for textiles recycling, reuse, recovery and recycling of household waste and collection and disposal of clinical waste.

 

Resolved: That Cabinet:

 

1.Delegate authority to the Director of Environment, following consultation with the Cabinet Member for Environment and Planning, Parks and Highways, to seek tenders and award contracts / agreements for the most economically advantageous arrangement to collect and process textiles from 1 June 2012 as set out in paragraph 3.2

 

2. Subject to the options analysis referred to in paragraph 3.3, delegate authority to the Director of Environment, following consultation with the Cabinet Member for Environment and Planning, Parks and Highways, to seek tenders and award contracts / agreements and any ancillary lease / license of site (or part of site) necessary for the most economically advantageous arrangement to sort and process materials for reuse, recovery and recycling of a range of materials at Townmead Road Household Waste and Recycling site at Kew as set out in paragraph 3.3

 

3. Delegate authority to the Director of Environment following consultation with the Cabinet Member for Environment and Planning, Parks and Highways, to enter into an agreement with the Guys and St Thomas NHS Foundation Trust to deliver services under the London Procurement Programme Waste Management Framework from 1 January 2012 to collect and dispose of clinical and offensive waste.

EXCLUSION OF PUBLIC AND PRESS

To decide having regard to the particular nature of the business to be transacted, whether or not to exclude the Press and Public during consideration of the following items on the grounds that they were likely to disclose exempt information by virtue of Paragraph 3 of schedule 12 A (as amended) to the Local Government Act 1972.

Resolved: That having regard to the particular nature of business to be transacted during the consideration of Items 30, 31 and 32, on the grounds that they were likely to disclose exempt information by virtue of Paragraphs 3, as defined in Access to Information Procedure Rule 10.4 and Schedule 12A of the Local Government Act 1972, the press and public be excluded.

120.

PROCUREMENT OF TWO CONTRACTUAL ARRANGEMENTS AND TWO WAIVERS: REFUSE AND PASSENGER VEHICLES - EXEMPT REPORT

This report seeks approval to award a hire contract for Passenger Carrying Vehicles (PCVs) to Dawson Rentals Ltd and a hire contract for Light Commercial Vehicles (LCVs) to Northgate Vehicle Hire Ltd.  These contracts are for replacement of non compliant vehicles with the new Low Emission Zone (LEZ) standards and to bring others into a formal contract.

Cabinet received a report of the Cabinet Member for Performance regarding the provision of ICT services at the Council beyond the expiry of the current contract.

 

The exempt report set out further information regarding the existing contractual arrangements between the Council and SERCO.
