Councillor Elloy declared a personal and prejudicial interest by virtue of his residence being opposite the planning application site and left the meeting room during discussions and voting on the item.
09/0493/FUL – BACK OF THE MOON, TAGGS ISLAND
Councillor Coombs declared a personal interest by virtue of knowing Mr Smedley who is objecting to the application but without having previously spoken or expressed a view on the application.
08/2363/FUL - GARAGE BLOCK ADJACENT TO ROSS ROAD, WHITTON
Councillor Coombs declared a personal interest by virtue of being a governor of Whitton School.

08/4835/FUL - 130 STANLEY ROAD, TEDDINGTON Construction of a detached three bedroom single family dwelling.
Officer’s recommendation: PERMISSION. Minutes: The application be approved subject to the conditions and informatives as set out in the officer’s report, and the following additional conditions:
· The hardstanding areas shown on approved plan CS/011 received on 6th April 2009 shall be constructed with permeable materials, details of which should be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved details. Reason: To ensure the proposed development is sustainable.
· A SUDS system shall be installed, details of which should be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved details. Reason: To ensure the proposed development is sustainable.

09/0346/FUL - HAMPTON & RICHMOND BOROUGH FOOTBALL CLUB, BEAVER CLOSE, HAMPTON Erection of a 250 seat grandstand.
Officer’s recommendation: PERMISSION. Minutes: The application be approved subject to the conditions and informatives as set out in the officer’s report and subject to the following additional condition and informative:
· The development hereby approved shall not be occupied until the walls have been insulated to provide sound attenuation against internally generated noise in accordance with detailed drawings to be submitted to and approved in writing by the Local Planning Authority. REASON:To safeguard the amenities of the occupiers of the adjoining residential properties.
· The applicant is advised to improve the levels of communication with all the neighbouring residents, in particular with those who adjoin the site in Ormond Avenue.
[The Development Control Officer reported the receipt of
“3 additional letters. One expresses concern that an emergency exit will become a general exit. This is not part of the application. Two object on the grounds of increased noise, traffic and parking problems. This has been addressed in the officer’s report.”
The Development Control Officer also made the following addition to the report:
“NS04 – The development shall not commence until a drawing showing the relationship of the new stand to the trees to the north has been submitted to the local planning authority and approved in writing.
REASON: To ensure that the proposed development does not cause undue damage to the trees to the north.”

09/0493/FUL - BACK OF THE MOON, TAGGS ISLAND The retention of floating dwelling house with alterations to north-west wing.

The Committee requested that clearer guidelines on future regulations of houseboats on the island should be included in the Borough’s Local Development Framework.

“1 letter received from a Taggs Island resident with two images showing the original two storey Back of the Moon and the existing structure which previously allowed for views across to the listed Swiss Chalet and have now been totally blocked. There is little to be altered with the corrugated metal cladding covering the majority of the building retaining its urban appearance.”

07/0309/EN/NAP - THE COACH HOUSE, RESTON LODGE, 84 PETERSHAM ROAD, RICHMOND Enforcement matters relating to the demolition of an existing garage and erection of the coach house.
Officer’s recommendation: NO FURTHER ACTION BE TAKEN. Minutes: The Committee decided that no enforcement action be taken for the reasons given in the report.
The Committee also requested that:
· The Council’s Highways Manager, under the current application for a highways licence, should seek provision of an adequate guttering arrangement on the building.
· Officers should undertake an investigation of the existing boundary wall, to establish whether any encroachment of the highway has occurred and a report be referred back to the Committee, even in the event it is established no further action is required.
