To report the results of the consultation on the proposal to implement a 20mph Zone on Oak Avenue, Hampton.

The Cabinet Member for Traffic, Transport and Parking:

 

  • approved the implementation of the proposed road safety improvement measures and landscaping as shown on Drawings Number 2137/CS/GL/002A;
  • approved the expansion of the 20mph zone in the next financial year.

 

The Cabinet Member for Traffic, Transport and Parking also asked that, further to representations made at the Group meeting, the potential for traffic calming measures in Courtlands Avenue be pursued, and that either a refuge or controlled crossing to the south of Church Road be considered.

 

[The Group heard representations from Mr Harker, Mr Jones, Mr Thornton, Councillor Ball and Councillor Samuel on the item.  Councillor Ball and Councillor Samuel spoke as interested Councillors.]

EAST SHEEN PARKING STUDY pdf icon PDF 26 KB

To make recommendations to introduce additional shared-use (resident or business permit holder / pay and display) parking areas in the East Sheen CPZ and to seek approval from the Cabinet Member to progress these proposals to formal advertisement (traffic management order).

 

Report of the Interim Head of Transport and Highways attached.

Minutes:

The Cabinet Member for Traffic, Transport and Parking agreed to formally advertise the proposals to introduce an additional 35 shared-use parking areas (permit holder / pay and display) in the CPZ as detailed in the report.

 

The Cabinet Member for Traffic, Transport and Parking added that the Council would continue to progress discussions work with Transport for London (TfL) to see how the Council could manage the parking restrictions along the TfL roads in the Borough.

FAIRFAX ROAD / CROMWELL ROAD PARKING RESTRICTIONS pdf icon PDF 41 KB

To report the results of the formal consultation exercise undertaken during November 2008, on proposals to introduce lengths of waiting restrictions in the Fairfax Road / Cromwell Road area, Hampton Wick.

The Cabinet Member for Traffic, Transport and Parking agreed to the implementation of waiting restrictions in the Cromwell Road / Fairfax Road area of Hampton Wick ward as advertised.

 

The Cabinet Member for Traffic, Transport and Parking asked, in response to representations made at the meeting, that consideration be given to conducting a general speed analysis review, as well as to the installation of a 20mph zone, a footway parking and school safety zone in the area.  The Cabinet Member also asked that the points made by the Teddington Society be considered when implementing the above mentioned waiting restrictions.

 

[The Group heard representations from Mr Holder, Mr Lamb, Mr Middleton and Councillor Mumford.  Councillor Mumford spoke as an interested Councillor.]

MONTPELIER ROW, ORLEANS ROAD AND CHAPEL ROAD - PARKING REVIEW pdf icon PDF 36 KB

To report the results of the consultation exercise undertaken in Chapel Road, Montpelier Row and Orleans Road seeking the views of residents on extending the days and hours of operation of the controlled parking zone (CPZ) for this area and the introduction of no waiting “At any time” restrictions at locations within these streets.

The Cabinet Member for Traffic, Transport and Parking agreed to the Council re-consulting with residents, specifically on option 2 of the hours of Controlled Parking Zone (CPZ) operation.  Group Members asked that this consultation explicitly differentiate between the yellow-line proposals and those proposals for the CPZ.

 

The Cabinet Member asked that this consultation be undertaken in a timely manner so as to ensure that a Traffic Management Order be completed by 1 April 2009.
