DECLARATIONS

In accordance with the Members’ Code of Conduct and the Planning Protocol, Members are requested to declare any interests orally at the start of the meeting and again immediately before consideration of the matter. Members are reminded to specify the agenda item number to which it refers and whether the interest is of a personal or prejudicial nature.

 

Members are also asked to declare whether they have been subject to lobbying from interested parties, if they have carried out any site visits and whether they have predetermined their view on any item to be considered.

 

Members are also reminded of the requirements of Section 106 of the Local Government Finance Act 1992 that they should declare and not vote on specified matters if they are two months or more in arrears with their Council Tax payments.

The recommendations contained in the attached reports are those of the officers and are not binding upon the Committee.

 

The Chairman will confirm the order in which the attached reports are to be heard at the start of the meeting. Members are asked to note that there may be an adjournment of the meeting for a period of approximately 10 minutes starting at a convenient time from 8.30pm.

To decide whether or not to confirm the Tree Preservation Order following the receipt of an objection.

 The London Borough of Richmond upon Thames’ Arboricultural officer was in attendance for the consideration of this item.

 

The Committee heard representations from Father T Scannell and Mr D Chalice, appointed arboricultuaralist to the Church, in objection to the recommendation that the TPO be confirmed.  

 

The Committee considered the information in the report and that received from the speakers and arboricultural officer.  During these considerations the following salient points were made and themes explored:

 

(i)      That the Church would replace the tree with a smaller variety if it were removed.

(ii)    That the council could be liable for damages to the Church should the tree cause damage that was foreseeable.

(iii)   That if a decision to plant a new tree in such a location were taken that this type of tree would not be recommended but that the tree now present was an amenity that was valued highly by residents

(iv)  That the tree had not reached full maturity

(v)    That the tree was of exceptional quality

 

It was RESOLVED:

 

That the Tree preservation order be CONFIRMED.

To consider a change of use for the Olympic Recording Studio to a 2 screen cinema with associated support facilities including A3 restaurant and members bar; retention of recording studio(s); erection of a new third floor for provision of small office suites, and other ancillary spaces, together with rear extensions at second and third floor levels. External alterations to front facade including re-instatement of shop fronts and provision of external seating; provision of platform lift to building and re-instatement of original cupola; works to the public realm including provision of cycle parking and associated public realm improvements.  Demolition of existing support buildings and asphalt tennis court on land to the west of the former Olympic Recording Studio and the erection of a single family dwelling house, orchard and landscaped gardens; including alterations to the existing rear access gate from Byfeld Gardens and creation of a new pedestrian gate in eastern wall from forecourt of the former Olympic Studio.

The Development Control Officer introduced the item and described to the Committee the issues at hand and the nature of the three applications before the Committee.

 

She drew the attention of the Committee to the addendum, which contained the following late representations, corrections, deletions or amendments to the report since publication:

The Development Control Officer introduced the item and described to the Committee the issues for consideration in relation to the application before them.

 

There had been no late representations or amendments to the report since publication.

 

The Committee heard a representation in favour of the application from Mr Hamblett, the applicant.

 

The Committee considered the information in the report and that received from the officer and speaker; during these considerations the following salient points were made and themes explored:

 

(i)      That there had been issues in the past between the applicant and the residents regarding parking problems in the vicinity but that the application before the committee would neither aid nor exacerbate these issues as neither new staff nor new parking were suggested.

(ii)    That the noise emitted from the new use would be no higher than a domestic vacuum cleaner and owing to the location of the site on a busy road it would not impact on local residents.

(iii)   That the new building would match those already in situ.

(iv)  That residents concerns regarding parking and deliveries should be addressed where possible, a working group between residents and FT Technologies would be welcomed by the Committee.

 

It was RESOLVED

 

That the application be APPROVED subject to the conditions and informatives set out in the officer reportwith the following additional informative:

Church Lane is a narrow cul de sac used by both commercial interests and residents and it is in everyone’s interest if there can be liaison between the respective parties and suppliers delivering goods. In granting this permission the applicants are asked to contact residents and their suppliers with a view to co operating with each other to seek ways to minimise conflict of use and congestion in Church Lane.
