Crossovers

The purpose of a crossover is to provide easier access for vehicles moving between public highways and off-street parking areas. The crossover also works to strengthen the footway by allowing vehicles to pass over without causing damage to either the footway or the numerous services usually located under the surface. These works can only be completed by the Council’s appointed contractor.

In some circumstances a crossover can only be approved if it has planning permission. You can find more details about planning permissions from the Planning Portal website as well as the Planning and Building Control pages.

New crossovers on classified roads

Applications for new or extended crossovers on a classified road will need to be approved by the Planning Department.

Applications for a crossover on a ‘Trunk Road’ (A316 or A205) are dealt with by Transport for London through TfL Streets, who are the Highway Authority for these roads. TfL Streets can be contacted on 0845 305 1234. However, planning permission will still be required and will be determined by this Authority.

Vehicle crossover application

Applications for a new vehicle crossover should be made to the Highway Management Group who will need to make a site inspection and seek guidance from the Transport Planning Group if there is likely to be any road safety implications and to the Arboricultural Group if a proposal is close to an existing tree.

This application form should be used for the following requests:

  • A new vehicle crossover
  • Extension of an existing vehicle crossover
  • Reconstruction of an existing vehicle crossover
  • Relocation of an existing vehicle crossover

Download the Crossover application form and guidance notes(pdf, 99KB) if you wish to make an application.

Further information can also be found in the Supplementary planning document for off street parking(pdf, 1322KB).

If your application is approved, an estimate for the work will be sent to you along with a form of acceptance, which you will then need to sign and return once you have decided to proceed with the application.
