Street Scene enforcement
We have four Street Scene Enforcement Officers who are responsible for helping to ensure that the Borough remains as clean, green, and safe as possible and to help combat environmental crime. The Street Scene Enforcement Team respond to complaints made by residents, organisations, Councillors, and visitors of the Borough as well as carrying out daily inspections of the Borough.
The Street Scene Enforcement Team have powers that enable them to enforce current legislation which can mean issuing warnings, notices, fixed penalty notices, and even court proceedings against alleged offenders.
Areas that the Street Scene Enforcement Team can take enforcement action on, amongst others, include:
- Abandoned vehicles
- Commercial waste
- Domestic waste
- Dog fouling and control
- Fly posting
- Fly tipping
- Graffiti
- Littering
- Skips
- Untaxed vehicles
The Enforcement Concordat
The Enforcement Concordat is a Code of Practice between Government and local Councils. It sets out what businesses and others affected by regulation can expect from the Council’s enforcement services. Richmond Council has signed up to the Concordat and produced a Development and Street Scene Enforcement Policy. This means all Services provided by the Council are committed to good enforcement practices and procedures.
