Richmond Council to monitor BAA Heathrow trials
Residents are encouraged to help monitor a BAA trial being launched on Sunday to test whether Heathrow Airport can improve punctuality and increase capacity without building a third runway.
During the nine month trial, residents will be able to report changes in noise levels via the Richmond Council website. The experiment which forms Phase 2 of the Heathrow Operational Freedoms trial will be closely scrutinised by Richmond Council.
The trial will be in three parts with the first allowing aircraft to land on both runways instead of just one; the second allowing take-off along new routes and a third from November, changes to night flight arrangements. These are being conducted to establish whether the trials can reduce delays and increase resilience within the airport’s current two runway set up.
Cllr Virginia Morris, Richmond Council’s Strategic Cabinet Member for Environment, said: “It is important that we monitor this trial as it might affect many people in the borough. We have listened to the concerns of residents about the need to independently monitor Heathrow; and we are re-activating web pages for people to use, as well as our telephone Noiseline.
“Residents who live under the flight paths can use the website to log any changes in noise levels or to make any comments. They can input information as often as they wish. The information will help us establish where noise is a growing problem and equally where it may be quieter. We will collate the information and make sure we present it to the Government when we report back on the impacts of the trial on our communities.”
The web based survey is due to go live on 1 July and run until 31 March 2013. It can be found on the Council’s website at www.richmond.gov.uk/aircraft_noise or by telephoning the Noiseline on 0208 891 7979.

BAA has a statutory duty to report all complaints it receives to an independent committee on which Richmond Council is represented.
