Considerate Constructor (Contractor) Scheme
The National Considerate Constructors Scheme has been developed to make it easier for building contractors and developers to comply with the law and complete construction works with the minimum of disturbance.
By following the advice sheets contained within the Scheme contractors will know what is expected of them and where to go to get advice and help.
As the name implies, the Scheme's aim is to ensure contractors are considerate of their neighbours, be they residents or local businesses. For many, this will be what they always do and much of the guidance will be how they currently work. The Scheme should act as a useful reminder or training aid. Unfortunately there are those that are either unaware of legal requirements or choose to ignore them. For these, the Scheme will bring them up to speed and highlight the penalties for not adequately considering the interests of local residents.
The National Considerate Constructors Scheme aims to assist and encourage those working in the Borough to carry out their operations in a safe and considerate manner, with due regard to local residents and businesses, passing pedestrians and road users.
The Scheme is intended as a guide to good practice but should not replace a good dialogue between developers, contractors and regulators.
Ongoing discussion with the Council is actively encouraged throughout all stages of a project. A copy of the Scheme is available from National Considerate Constructors Scheme. Developers should ensure that contractors are fully aware of the requirements of the Scheme.
The Scheme looks at the various aspects of construction work and sets standards. Not all parts of this Scheme will apply to every construction project. The Council will, however, expect all contractors to comply with the spirit of the Scheme, and the provisions that are appropriate will be applied to the site at all times. This should allow local residents and businesses to continue operating with minimal disturbance.
Occasionally situations or emergencies arise whereby it is impossible to comply with all of the requirements of this Scheme. In these instances, contractors are expected to give the Council as much notice as possible of anticipated deviances from the Scheme and take steps to minimise or control potential problems. The Scheme gives an outline of legal requirements but is not an authoritative statement of the law.
The Council maintains the right to take statutory action as appropriate.
