Who qualifies for a resident purchase fee?

The purchaser must be a permanent resident of the London Borough of Richmond, the nearest surviving relative to the deceased and must pay Council Tax on the property which is for their use, and not let or rented.  A current Council Tax bill must be submitted with the burial application form as proof of residency.

For example:

  • Mrs Jones has died and she lived in Sheen Road, Richmond. Her husband, Mr Jones, also lives at this address and is her nearest surviving related. A Council Tax bill is provided to verify this.
Mr Jones would qualify for the reduced purchase fee.
  • Mrs Green has died, and she lived in Street Avenue, Brighton. Her husband also lives at this address and is her nearest surviving relative. Their daughter, Mrs Smith, lives in Sheen Road, Richmond, and has asked to purchase the grave. Mrs Smith would not qualify for the resident purchase fees as she is not the nearest surviving relative.

The purchaser is acting on behalf of a deceased resident of the borough, who had no relatives living in the borough.

  • In this instance, the grave can be purchased at resident's fees for the deceased only.  No further burials can take place.  If more than one burial is requried by a non-resident purchaser, then the non-resident purchase fee would be applied.

If any of the above applies, a current Council Tax bill or current Electoral Roll papers must be submitted with the burial application form. If you are not sure if a resident fee applies, please contact the Cemetery Office as the staff will be happy to help you. Cemetery fees are usually paid to us by your Funeral Director. Payments direct to us can be made in cash in person at the Cemetery office; by cheque made payable to London Borough of Richmond of Thames or by credit card.
